Add ability to Shelve or Disable alarms in WIN-911 Interactive Merged

As an Operator, it will be beneficial to have the ability to disable or shelve alarms in WIN-911 Interactive.  Our current option is to create alarms to point to the "Do Not Notify" strategy, but does not always work in a dynamic alarm environment.

    I would hope that the operator could also see a list of disabled alarms. That way technicians could see an list of active/inactive alarms.

    We are planning to support suppression that is built-in to SCADA packages. We're currently targeting support for FactoryTalk and iFIX in July. We are not planning on giving WIN-911 users the ability to shelve or suppress, but we won't notify on suppressed alarms.

    Some HMI systems have this ability built in as in Factorytalk View
